Licensing Of Margarine Industry Marketing Of Beech By Telegraph—Press Association WELLINGTON, December 19. Although the Margarine Act, 1908, confers power on the Govemor-General-in-Councll to make regulations prescribing the conditions and restrictions subject to which licences to manufacture margarine under the Act shall be granted, no such regulations have been made. In consequence licences to manufacture margarine have up to the present been granted and renewed on payment of the prescribed fee if the premises to be used for manufacture are found on inspection to be in a sanitary condition. For some time past it has been felt that additional restrictions should be imposed on the granting of licences and their renewal, and the purpose of the Margarine Regulations, 1940, issued with to-night’s Gazette is to make provision accordingly. Tlie regulations provide for the inspection of premises, and no licences will be granted unless the Minister of Agriculture is satisfied that the premises are equipped with sufficient appliances for the preparation and manufacture of margarine and are sanitary and in all other respects suitable for use for that purpose. The Minister is given discretion to grant or refuse a licence, and is required to take into consideration the report of the inspector on the premises, of the probable or possible effect of competition from the premises sought to be licensed on the demand for butter and all other relevant matters as the Minister thinks proper.

In granting a licence or the renewal of a licence a condition may be imposed fixing the maximum quantity of margarine that may be manufactured during any period specified in the licence or certificate of renewal. Clothing Trade The clothing trade labour legislation suspension order issued with the Gazette makes the necessary provision for the addition of 5 per cent to the wages of employees under the existing clothing trade labour suspensions orders in line with the recent Arbitration Court general order. Beech Timber The appointment of a central marketing authority for the sale of all Southland and Otago silver beech is provided for in the Southland and Otago Silver Beech Marketing Notice 1940, published to-night. In future sawmillers within the Southland and Otago land districts will not sell silver beech timber except through the agency of the Beech Co-op., Southland Ltd., which is the beech marketing authority. An Economy Measure As a measure of economy in paper, it has been decided after January, 1941, to publish in the Gazette the first two pages only of the monthly meteorological statistics and eliminate detailed rainfall records. An exception will be the Inclusion of the 1940 rainfall data in the Gazette in March, 1941. Stocks Of Cereals A census of stocks of wheat, flour and oats in the Dominion was taken on November 30, when the following quantities were returned: —Flour 17,774 tons, wheat 2,653,697 bushels, including 2,400,263 bushels of milling wheat, and 553,648 bushels of oats. Returns were received covering all stocks owned or stored by millers, merchants and farmers throughout the Dominion with a few unimportant exceptions which would not appreciably affect the totals given. _
