Efficiency Councils At Freezing Works

Regulation implementing the Legitimation Act passed last year are published with to-night’s Gazette. Under the Act the law regarding legitimation of children was modernised and put on a better basis. Previously legitimation was dependent on registration, but under the Act a child becomes automatically legitimated on the marriage of its parents. To-night’s regulations make provision for registration so as to place the facts of legitimation on record. The reciprocal enforcement of judgments order, 1940, establishes reciprocity of civil judgments with Tasmania in pursuance of the Reciprocal Enforcement Judgments Act, 1934. Designed to foster greater co-oper-ation between the managements of freezing works throughout the Dominion and their employees, the Freezing Industry Emergency Regulations, 1940, have been issued. It is also hoped that the regulations will make for smoother running and assist in the avoidance of delays. A conference was recently arranged between the employers and workers in which the proposals contained in the regulations were then approved by the- Industrial Emergency Council. The regulations provide for the establishment in each freezing works of a works efficiency council comprising representatives of the workers and the management. They also provide for the setting up of a national council, the function of which is to promote harmony and deal expeditiously with any dispute that may arise. Where agreement cannot be reached on a matter in dispute it may be referred to the Arbitration Court for decision. Taking of Toheroas Maoris in the Auckland provincial district will in future be able to take 80 toheroas in one day from the beaches instead of 50 as heretofore, but not more than 50 of these bivalves may be taken in any other part of the Dominion according to an amendment to the Sea Fisheries Regulations which is Gazetted. The use of spades, shovels or similar instruments having a blade of a width not exceeding four inches will be allowed in the Auckland district but not in the Wellington district. Social Security An amendment affecting territorials has been made to the Social Security Contribution Regulations, 1939. The new regulations enable the Minister of Finance to declare that the provisions which exempt members of the special forces from liability to pay the quarterly registration fee of 5/- shall not apply to specified classes of persons included in those forces. It is understood that the regulations will have no relation to the permanent forces or members of overseas forces, but will relate only to Territorial units called up for temporary training. Members of these territorial forces will remain liable to pay the quarterly fee in the same manner as ordinary civilians. Superannuation Superannuation Emergency Regulations, 1940, are published. These provide that nothwithstanding anything to the contrary in any act, no person who is a contributor to the public service superannuation fund, teachers’ superannuation fund or Government railways superannuation fund shall, during the continuance of the present war, be entitled to retire from the service on superannuation without the consent of (1) in the case of a contributor to the Public Service Superannuation Fund of the appointing authority of department or office hi which such person is employed, (2) in the case of a contributor to the Teachers’ Superannuation Fund of the Minister of Education, or (3) in the case of a contributor to the Government Railways Superannuation Fund of the appointing authority under Section 5 of the Government Railways Amendment Act, 1936. The regulations also stipulate that where any person who, but for the provision of these regulations, would be entitled at any time during the continuance of the war to retire from the service on superannuation is retained in the service, he shall not be obliged to contribute to the superannuation fund in respect of the salary received by him for the period during which he is so retained, and in any case the said period shall not be taken into account in computing the amount of retiring allowance. The rights of persons to a retiring allowance will also not be prejudicially affected by reason of their retention in the service.
