Sir Leonard Hill, Director of Research at the Institute of Physical Medicine, said that the British race is on the down-grade throughout the world. This was not due to crowding since the Australian and New Zealand birth-rate for instance, had fallen to under 17 per 1000. Sir Leonard urged the Government to act on the lines which were so successful in Germany to stop the decay Of the Empire going on through birth control.
