FRENCH CABINET RESIGNS

REFUSED SPECIAL POWERS NO AGREEMENT WITH SOCIALISTS GROWTH OF PUBLIC UNREST United Press Association—By Electric Tel egrapb —Copyrlgh t (Received March 10, 11.50 p.m.) PARIS, March 10. M. Chautemps, Prime Minister of France has resigned. IMPASSIONED SPEECH IN CHAMBER REASONS FOR DECISION OUTLINED United Press Assouihi ion—By Electric Telegraph - Copyright (Received March 11. 1.55 a.m.) PARIS, March 10. M. Chautemps after an impassioned speech in th? Chamber during which he appealed for social peace and a realistic financial outlook, beckoned to his Ministers who all rose and walked out. M. Chautemps said that constitutional issues had prompted his resignation and not recent events which admittedly had moved rapidly and obscurely. “France is not experiencing a pressing Treasury need. My successor will find several milliards of francs in the bank. Moreover sums falling due are amply covered, nor does an Exchange crisis exist,” said M. Chautemps. He insisted that he intended using the extended powers only in the interests of the country, the idea being to place the Government beyond the reach of a Chamber incident. LONG MEETING OF MINISTRY DECISION TO MEET CHAMBER United Press Association—By Electric Telegraph—Copyright (Received March 10, 8.10 p.m.) LONDON, March 10. After a meeting of the French Cabinet Council lasting three and ahalf hours the Chautemps Ministry decided to meet the Chamber and record its views in a declaration and resign owing to the Socialists and Communists refusing to grant it special powers to ensure the success of the national defence loan, says the Paris correspondent of “The Times.” SOCIALISTS ADAMANT GOVERNMENT RESIGNATION “CERTAIN ” United Press Association—By Electric Telegraph—Copyright PARIS, March 9. The Socialists have refused to grant the Prime Minister (M. Chautemps) plenary powers in finance and the resignation of Cabinet is regarded as certain. The British United Press reports that M. Chautemps told the Socialist leader, M. Serol, that he intends to resign. Unrest is growing as the public cannot understand why the crisis has arisen. A later message states that the Chautemps Government had not resigned to-night and M. Chautemps will meet the Chamber in the morning at 10.30, when the possibility of resignation will be discussed. On January 18 M. Chautemps had formed a new Cabinet consisting of 18 Radicals and two Republican Socialists. It included the following:— Prime Minister—M. Chautemps. War—M. Daladier. Navy—M. William Bertrand. Air —M. Guy le Chambre. Interior —M. Sarraut. Justice —M. Campinchi. Finance —M. Marchandeou. Foreign Affairs—M. Delbos. Commerce—M. Pierre Cot. Minister without Portfolio.—M. Bonnet, who was to co-ordinate the financial and economic policy. The Radicals, with under-secretary-ships, had 28 posts out of 33. Although M. Blum’s Socialists were not represented in the Cabinet, their vote to support the Government was carried by 88 votes to 25 on M. Dormoy’s motion, after M. Blum’s appeal, emphasising the dangers of the international and domestic situation and the Socialists’ tremendous responsibility if France continued without a Cabinet. M. Chautemps, in a statement, said: “We are facing a heavy task. We must ensure that universal suffrage prevails, maintain the soundness of the finances and prepare social laws guaranteeing collaboration between capital and labour.” HUNGARIAN PRIME MINISTER RESIGNS CABINET RECONSTRUCTION EFFECTED United Press Association—By Electric Telegraph—Copyright (Received March 10, 6.30 p.m.) BUDAPEST, March 10.
