DISORDERS ON SECOND DAY United Press Association—By Electric Telegraph—Copyright (Received October 18, 7.88 p.m.) PARIS, October 18. Many disorders occurred on the second day of the Departmental Council's elections, especially at Marseilles where bailiffs, appointed by the president of the Civil Tribunal, were expelled from the booths by the presiding officers. Orders were given that pnly groups of five electors would be admitted at one time. In the absence of the bailiffs the r booths became the acenes of uproar, The police Intervened and as a consequence one candidate lodged a protest. At one booth a voter shot another in the head, the victim being taken to hospital and* the attacker arrested. Unable to agree with other officials, a presiding officer at another booth ~ picked up the ballot box and ..'alkgd out with ft under his arm.
