MENACING ON CALIFORNIAN WATERFRONT United Press Association—By Electric Telegraph—Copyright (Received September 9, 8.25 p.m.) SAN FRANCISCO, September 8. A more menacing atmosphere is accompanying the water-front dispute. The teamstem have paralysed Oakland, Richmond and other east river ports, but the secretary denied that they intend to move in when the congestion stops the longshoremen's activities.
