FUTURE OF PALESTINE
REPORT OF MANDATES COMMISSION United Press Association —By Electric Telegraph—Copyright GENEVA, August 23. The official summary of the report of the Mandates Commission on Palestine declares that the mandate is unworkable owing to the growing antiSemitism, and certain fluctuations of British policy encouraging the Arabs to believe that violence will stop Jew’ish migration. The report recommends a transitional period of political apprenticeship for the Arabs and Jews, either by provisional cantonisation, by which the two States would enjoy internal autonomy, and the control of immigration, subject to the mandatory’s control, defence and foreign affairs, or by a separate mandate for each State, until they proved abili'.y to undertake self government. The report approves a separate regime for the Holy Places, and draws attention to the sufferings of the Jew’s, to whom the world is becoming increasingly closed. Tributes are paid in the report to Britain’s sinterested . torts on behalf of both Jews and Arabs.
