The diplomatic correspondent of ‘‘The Dally Mail” says: The Prime Minister (Mr Neville Chamberlain) hurriedly conferred with leading Ministers last night regarding the grave situation which might develop if the non-intervention agreement goes b’ the board. The matter will be further discussed at to-day’s Cabinet meeting. “There is little doubt,” adds “The Daily Mail," “that if the agreement collapses Britain would immediately admit a state of belligerency in Spain, and thereby grant rights to both sides. British ships would be withdrawn, thus proclaiming her complete neutrality. France would either follow Britain’s example, says “The Morning Post,” or continue to recognise only the Valencia Government. Italy and Germany have been given until two o'clock either to accept the British and French proposals for continuing the naval control system, or to suggest some alternative. ANGLO-FRENCH OFFER, CLOSING THE GAP IN CONTROL SCHEME British Official Wireless (Received June 30, 6.30 pan.) RUGBY, June 29. A scheme under which the British and French Governments agreed to assume responsibilities for the operation of the scheme in respect of the whole coasts of Spain, and further agreed in principle on the appointment of neutral observers stationed on patrol ships, was submitted to the NonIntervention Sub-Committe’e to-day. A communique issued at the close of the meeting stated that the representatives of Belgium, Czechoslovakia, Sweden and the Soviet welcomed the Anglo-French proposals on behalf of their Governments. The German and Italian representatives strongly objected in principle to any proposal not based on the necessary equilibrium so as to ensure absolute impartiality of control. They further indicated that their Governments had decided to advise their nationals, at present employed as observer officers under the observation scheme, to resign their appointments.

Instructions Awaited. At the conclusion of the discussion, a th ■ representatives undertook to refer the proposals to their Gov .rnments with a request for Immediate instruction. It is thought in London that an offer to agree in principle to the appointment of neutral observers on patrol ships should give sufficient guarantee of strict impartiality it the Anglo-French control scheme were adopted. As to land observations, the decrees which the Portuguese Government has issued regarding the passage of men and materials to Spain are still 1.1 force, but Portugal desires that the gap in the control scheme caused by the German and Italian withdrawal should be filled as soon as possible. The Italian representative on the Non-Intervention Committee referred to the recent communique issued by the Spanish Embassy in London, "containing allegations about the recent larding of Italian soldiers in Spain.” He added: "I wish to declare that no single Italian volunteer has left my country since the ban agreed upon by this committee.” CONTROL SYSTEM NEEDED EVACUATION OF REFUGEES FRANCE TO SUBMIT PROPOSALS British Official Wireless (Received June 30, 6.30 p.m.) RUGBY, June 29. .The Secretary of State for War (Mr A. Duff Cooper), replying to a question in the House of Commons, said that, as it had become evident that the Spanish Insurgents were not intending for the time being to blockade Santander, advice to British ships not to enter that port had been withdrawn. The Foreign Secretary (Mr R. A. Eden) said that protection by the British Navy to refugee ships proceeding from the north coast of Spain to French ports must be governed by the French Government's willingness to receive such refugees. The French Government, within twenty-four hours, would submit proposals dealing with the whole question of the transference of refugees. It had been made clear that there must be some adequate system of control to ensure that refugees were limited to women and children.
