President Roosevelt signed the Bill, authorising the voluntary retirement on full pay of justices aged 70, which his Democratic opponents of his court proposals hope will cause at least two judges to retire to enable President Roosevelt to make appointments to assure the validation of his New Deal legislation, to avoid pressing the issue and split the party. Meanwhile, charges and countercharges have been made in the Senate regarding the use of organised propaganda throughout the nation to sway opinion. Senator Robinson alleged that the old appeals of the Klu Klux Klan had been revived to defeat the President’s programme. Senator Burke replied that this was not worse than permitting the W.P.A. Administrator to speak over the radio in defence of the proposals, this being a reference to the address in which Senator Hopkins denounced the negative dictatorship of two or three elderly justices.
