The establishment of regional peace machinery for the North Pacific area under ti e auspices of the League of Nations, was suggested by the British delegate to the Conference of the Institute of Pacific Relations to-day, as a possible solution of the problems which have been discussed here. The project called for the entry into an agreement by the powers with territory in that area, including the United States, Britain, Russia, France, Japan, China and the Netherlands. Both military and economic sanctions would be applicable against a violator of the Covenant. Not many practical objections to the scheme were advanced, particularly from the United States, who pointed out the nations’ rejection of the League plan. Others saw its possibilities and thought it would meet Japan’s suggestions for a revision of the Nine Power Treaty. The discussions closed before the Japanese had an opportunity to state their reaction officially.
