Clemnson, general manager of the Chamber of Shipping of the United Kingdom, in a letter to “The Times” recalling that Mr Stanley Baldwin, Mr Neville Chamberlain, Mr Walter Runciman, and other Ministers inside and outside of the House of Commons, had declared their determination to defend British shipping, says: “If continued reliance is to be placed upon the declaration which is essential before Mr R. G. Menzies (Federal Attorney-General) returns to Australia, the British Government shall have given a clear and definite lead and shall have reached a provisional agreement with the representatives of the three other Governments concerned, subject only to the necessary confirmation.”
