NEW CABINET IN OFFICE

MR BALDWIN BECOMES PRIME MINISTER SWEEPING RESHUFFLING OF PORTFOLIOS British Official Wireless RUGBY, June 8. The appointment of Mr Stanley Baldwin as Prime Minister and Sir Samuel Hoare as Foreign Secretary, are the two principal changes in the British Cabinet reshuffle announced to-day. The former Prime Minister, Mr Ramsay Macdonald, who has relinquished his office for health reasons, becomes Lord President of the Council, and Sir John Simon, former Foreign Secretary, becomes Home Secretary. Mr R. A. Eden is raised to Cabinet rank as Minister without portfolio for League of Nations Affairs. In several important Cabinet positions there is no change. Mr J. H. Thomas is still Dominion Secretary, Mr W. E. Elliot, Minister of Agriculture, Mr Neville Chamberlain, Chancellor of the Exchequer, Mr Walter Runciman, President of the Board of Trade, and Sir Bolton Eyres-Monsell, First Lord of the Admiralty. The United Kingdom now possesses the largest Cabinet of recent years. Other junior appointments will be announced after Whitsuntide recess. The appointment of Ministers without portfolio is a new departure since 1921. Mr Eden will continue to represent Britain on the League of Nations. Personal of Cabinet. Secretary of State for Air, Sir Philip Cunliffe-Lister. Secretary of State for India, the Marquis of Zetland. Secretary of State for Scotland, Sir Godfrey Collins. Secretary of State for the Colonies, Mr Malcolm Macdonald. President of the Board of Trade, Mr Walter Runciman. First Lord of the Admiralty, Sir Bolton Eyres-Monsell. Minister without Portfolio for League of Nations Affairs, Mr Anthony Eden. Minister without Portfolio,Lord Eustace Percy. Minister of Agriculture and Fisheries, Mr Walter Elliot. President of the Board of Education, Mr Oliver Stanley. Minister of Health, Sir Kingsley Wood. Minister of Labour, Mr Ernest Brown First Commissioner of Works, Mr W. Ormsby-Gore.

The Rt. Hon. Major G. C. Tyron has been appointed Postmaster-General. This office does not carry Cabinet rank.

The King has approved that the dignity of Baronet of the United Kingdom be conferred upon Sir Hilton Young, formerly Minister of Health. Retirements and Promotions. Other Ministers, who have retired from Cabinet office and are not included in the new Cabinet are: Lord Sankey, who was Lord Chancellor, and Sir John Glimour, who was Home Secretary. Former members of the Government, who now receive Cabinet rank are: Mr Malcolm Macdonald, son of the ex-Prime Minister, and formerly Un-der-Secretary of State for Dominion Affairs. Mr Anthony Eden, formerly Lord Privy Seal, and Mr Ernest Brown, Secretary of the Mines Department in the late Government. New members of the Government with Cabinet rank are: Lord Eustace Percy, seventh son of the seventh Duke of Northumberland, who was a member of the Joint Select Committee on India, and has taken a prominent part in the debates on the Government of India Bill. The Marquis of Zetland, who was Governor of Bengal from 1917 to 1922, and was a member of the first Indian Round Table Conference, and also a member of the Joint Select Committee. It will be seen that Mr Macdonald has taken over the office formerly held by Mr Baldwin. Other former Cabinet Ministers, who have been appointed to new offices are: Lord Hailsham, formerly Secretary of State for War. Sir John Simon, formerly Secretary of State for Foreign Affairs. Sir Samuel Hoare, formerly Secretary of State for India. Viscount Halifax, formerly President of the Board of Education. Sir Philip Cunliffe-Lister, formerly Secretary of State for the Colonies. The Hon. Oliver Stanley, former Minister of Labour. Sir Kingsley Wood, formerly Post-master-General. Mr Neville Chamberlain, Mr J. H. Thomas, Sir Godfrey Collins, Mr Walter Runciman, Sir Bolton EyresMonsell, Mr W. E. Elliot, and Mr W. Ormsby-Gore hold the same portfolios in the new administration as in its predecessor.
