General Araki, in an exclusive interview with the “Sun-Herald” hinted that he may go to Berlin for negotiation for a Japanese-German military alliance, aimed against Russia. Referring to world events, he said: “I sympathise with Germany. France must relax her aggressiveness. England’s role is that of a watchful angel for Europe. Herr Hitler’s prerogative is to strengthen the Fatherland’s forces against possible menaces, such as the Soviet, although we rate the Russians as not formidable, owing to lack of unity, particularly in the outlying Soviet area. The Muscovites, however, are children playing with fireworks, and therefore Herr Hitler nearby needs to protect the borders. Unless the Powers convene a Peace Conference we shall face a conflict a decade hence, that will force the leaders to decide for ever on a basic formula of international peace,”

No report on the European arms situation has yet been received by the State Department from the Embassy in London, but it is understood Sir John Simon merely supplied the information for consideration of this Government. In a Press interview to-day. President Roosevelt declined to give direct answers to questions as to the Government’s course of action, but he indicated that he would maintain a hands off policy if possible. He took the occasion to reaffirm the hope that some success would result at the Geneva Arms Conference, and that America would continue his “good neighbour ’ policy in foreign affairs.
