LONDON, October 25.

The Mukden correspondent of “The Times” says that the Manchukuo Government has informed the AngloAmerican oil companys operating in Manchuria, that for reasons of national defence, economic development, and in the interests of the inhabitants, it has decided to create a State oil monopoly. British officials hold that this violates Article 39 of the Power Treaty. The companies concerned are already protesting to the British and American Governments, asserting that the Japanese Government is seeking a monopoly for itself, thus depriving the nationals of other Powers the right to legitimate trade.
