Senor Cosme de la Torriente, announced to-day that all members of the Cuban Cabinet had handed in their resignations to President Mendieta, to permit the President to exercise a free hand in reorganising the Cabinet. Ministers Refuse Offer. Later, President Mendieta reappointed all but four members of the Cuban Cabinet to-day. The Secretary of the Treasury, Senor Joaquin Saenz, the Secretary of Justice, Senor Carlos Saladrigas, the Secretary of the Presidency, Senor Emeterio Santovenia, and the Secretary of Public Instruction, Senor Jorje Manach, refused to return. Senor Augustin Ecosta was appointed Secretary of the Presidency, but* the others have not been replaced.
