LEGISLATIVE DIFFICULTIES IN CANADA. United Press Association—By Electric Telegraph—ConvTlgbt OTTAWA, May 22. A proposal to legalise sweepstakes for hospitals by granting the Province's authority, met with opposition in the House of Commons, when Mr Cahan announced that the plan was beyond the constitutional power of the Dominion. It was previously endorsed by the Senate.
