TALK OF ARMS EMBARGO. British Official Wireless RUGBY, May 15. Geneva messages state that when the report of the League Commission,

which investigated the war between Paraguay and Bolivia, comes before the League Council, Mr R. A. Eden will make a further effort to persuade all Governments to agree upon an arms embargo to the belligerents. The British initiative taken a year ago resulted in the signing of a declaration by members of the Council, undertaking to prohibit the export of arms to Bolivia and Paraguay, subject, in several cases, to the co-operation of certain of the principal arms manufacturing countries. Further action was suspended pending consideration of a proposal for ending hostilities, which led to the sending of the Commission to Chaco.
