FRANCO-BRITISH NEGOTIATIONS United Press Association—By Electric Telegraph—Copyright RUGBY. April 23. During the week-end the French Embassy in London handed to the Board of Trade a draft of the proposed agreement to regulate the commercial relations between the two countries, after May 12, when the present comrhercial conventions expire.
