SECRET OF JAPANESE PROGRESS PRICE NOT QUALITY THE BIGGEST FACTOR United Press Association—By Electric Telegraph—Copyright (Received March 27, 7.15 p.m.)* LONDON, March 26. He had recently visited Japan, where he saw no signs of discontent among the workers. British firms must reorganise and reduce costs, said Sir Harry McGowan. “Price not quality, is the acid test today, and we need a planned programme for industry.” HAVE NEGOTIATIONS FAILED?
