The National Liberal Federation publishes a detailed programme, demanding the outlawry of the aggressor States in the event of war, the universal abandonment of the aggressive weapons forbidden l j Germany, and the prohibition of the private manufacture of arms. The House of Lords should be reconstituted in favour of an Assembly elected like the House of Commons from the nation as a whole, says the Federation, and there should be separate Parliaments for Scotland and Wales, and also reform of the Bank of England.
