PROPOSED FOR BRITISH COLUMBIA. United Press Association—By Electric Telegraph—Copyright (Received March 18, 6.30 p.m.) VICTORIA, March 17. The Premier (Mr Pattullo) introduced into the British Columbia Legislature on Wednesday night a Special Powers Act, under which the Government would have complete powers to take whatever action it feels necessary with regard to economic matters within the province, overriding all other legislation on the Statute Books, the powers to be effective between the close of the present session and the prorogation of the next. The powers given to the Government would include the borrowing of money on the sole credit of the province.
