BETTER CONDITIONS NOT FAVOURED. United Press Association—By Electric Telegraph—Copyright (Received December 20, 11.40 p.m.) TOKYO, December 20. The Privy Council to-day decided, in view of the present conditions, that it was impossible to ratify the treaties of the fifteenth and sixteenth International Labour Conferences, limiting the hours and affording protection to labourers.
