THE RETURN OF PROSPERITY.
To the Editor of “ The Tlmuru Herald " Sir, —It looks as though prosperity is coming once again. To see the Harbour Board dredge at work is a welcome sight, and to hear the hum of machinery turning out orders at the Woollen Mills, reminds us that the mills should never have been closed. But there are still two specks on the horizon, and those are: (1) There is too much work being done by relief labour, and, in many ways, the quicker the No. 5 Scheme is knocked on the head, the better for everyone concerned; except, of course, those who are fond of utilising free labour. (21 The Relief Depot is fast becoming a departmental store, while the amount it costs to pay the staff and the selling of goods below cost price, would allow for vouchers to be given to all proved cases of distress; and these people could then purchase stores through their own tradespeople in the ordinary way. It is obvious that the machinery of both the Relief Depot and of relief work generally is getting top heavy, for both systems need the bolstering up of a large share Qf the levies and taxes, and, in case of the Depot, a large part of the sub scriptions. The two systems mentioned above have answered the purpose to a certain extent through a number of lean years, but now the time has surely come when they must give way to less obsolete systems.
