VALUE OF BRITISH STEADINESS. United Press Association—By Electric Telegraph—Copyright LONDON, November 6. “A new armaments’ race has already begun. It may not have sufficient momentum to attract public attention, but nevertheless the fact is indisputable,” said Mr Henderson at a dinner organised by the Labour movement. “Unfortunately the nations, owing to the perplexities of the economic crisis, are losing the sense of the essential unity of civilisation. Yet disarmament by international agreement transcends every political question. Germany has repeatedly declared pacific intentions, Which the Powers should carefully consider when framing the Convention which they are under an obligation to produce. If the oft repeated statement regarding substantial reductions can be translated into figures, I still hope it might be acceptable to Germany.” Mr Duff-Cooper, speaking at Bournemouth, declared that if all armaments were miraculously halved in a night, the world would be no nearer peace, owing to the fear of insecurity.
