DANGER SPOT IN 1935. United Press Association—By Electrlo Telegraph—Copyright TOKIO, October 21. The inner Cabinet held a final Conference to formulate a National Policy for a period of emergency, which according to the fighting services dominates the national policy which confronts Japan. The thesis of the army and navy is that the period culminating in 1935, contains so many risks that Japan must prepare for war. Since her departure from the League of Nhtions it has become definite that in that year the question of the South Sea Islands, which the navy declares are essential to Japan’s security, will then arise. The Naval Conference assembles in the same year when Japan must be able to assert her claims for a larger cruiser and submarine ratio, and, furthermore, the Soviet which will then have completed her second Five-Year-Plan, will have a freer hnnd in the Far East. Meantime the Russian concentrations cannot be ignored. Japanese policy in China will be handienpped if the Chinese believe she is hampered by dangers elsewhere.
