JAPAN FEARS SOVIET ATTACK
ARREST OF OFFICIALS RESENTED United Press Association—Bv Electrlo Telegraph—Copyright LONDON. October 16. The gravity of the Far East situation equals the European. The Soviet alleges, according to the “Times" Riga correspondent, that the Japanese are continuing to arrest responsible employees of the Chinese Eastern Railway. Unexampled disorder prevails as a result of the rivalry between Soviet and Manchukuo officials, who are countermanding each other's orders and appointments. The official organ of the Soviet Military Council declares that Russia is sufficiently strengthened to cope with her enemies. Japan has been warned that she cannot avoid responsibility for conflict.
