DISCUSSION AT GENEVA. British Official Wireless RUGBY, March 24. Sir John Simon left London by air this morning for Geneva to take part In the discussion on Mr MacDonald’s draft convention. Owing to delay between Lyons and Geneva Sir John Simon did not arrive until after the Disarmament Conference had begun. The debate was opened by M. Titulesco, who, speaking on behalf of the Little Entente Powers, said the three countries he represented were ready to accept the British proposals as a basis for discussion, but reserved che right to introduce certain amendments later. This attitude was also taken by M. Motta (Switzerland), who declared that Mr MacDonald’s plan had saved the Conference. Subsequent speakers, who included representatives of Norway and Turkey, criticised certain proposals in the Convention. The Norwegian (M. Lange) regretted the omission of certain desirable provisions, for example, Budgetary limitation, the supervision of the manufacture of arms, the definition of “aggression,” and sanctions against the aggressor. The debate will probably conclude on Tuesday.
