DIFFICULT POSITION OF FOREIGNERS. British Official Wireless RUGBY, May 11. Mr Henderson said that since his statement on extra-territoriality last Wednesday, Sir Miles Lampson reported that the Chinese Government had issued, on May 4, a mandate applying unilaterally certain arrangements for the exercise of jurisdiction over foreigners, to take effect as from January 1, 1932. The mandate had not yet been officially communicated to the Government. Negotiations were still in progress.
