Future Customs Union. INDEPENDENCE RETAINED. United Press Aisoclatlon—By Electric Telegraph—Copyright (Received March 22, at 5.5 p.m.) BERLI-N, March 21. Dr Curtiss has announced the conclusion of a preliminary Austro-Ger-man agreement relating to a future Customs Union. It is stated in Berlin that its purpose is to take the first step towards the realisation of M. Briand’s plan. Each country retains entire independence, but also the right to conclude commercial treaties with other States, having regard to each others interests, and wherever possible, conducting such negotiations Jointly. The Customs administration which will remain a _ separate agreement, is binding for three years, and six months’ notice is required for denunciation.
