PROMOTIONS ANNOUNCED. ' '.United Praia Association—By Elaetrlc Telegraph—Copyright.) LONDON, February 27. Sir Reginald Tyrwhitt, Commander-ln-Chief, China Station, has been promoted Admiral. Rear-Admiral Alan Hotkam, ex-Commodore of the New Zealand Squadron, becomes ViceAdmiral. Admiral Sir Richard Webb, who commanded H.M.S. New Zealand in the latter part of the war, has retired. (Sir Ricliaid Webb has been president of the Royal Navy College at Greenwich and Admiral Commanding the Royal Navy War College since 1926. He received his early training on H.M.S. Britannia. As captain he commanded the Ameth3 r st on the east coast of South America, 1909-11, and became commander of the Illustrious in 1913, from 1914 to 1917 being Director of the Trade Division of the Admiralty War Staff. In 1917 and 1918, as RearAdmiral, he commanded H.M.S. New Zealand in the Grand Fleet, and afterwards served as assistant High Commissioner to Turkey.
