Emphasising that migraUon is the sp-eatest responsibility of the British race, the Earl of Clarendon advised the Kent Committee on Empire Settlement to realise the necessity of the inculcation of an adequate knowledge ot conditions in the Dominions before success can be acheved. , Major Astor declared that settlers would be disappointed in the Dominions and embarrassed unless migration schemes wer© scientifically based.
