HEATH REPORT.

ANONYMOUS CRITIC. B.V Telegraph—Press Association ~, "WELLINGTON, June 2. r.i a7 ,S mtlc,,sm of Sir Frank Tientb s report on research and centralisation was made yesterday by one prominent in research work, who dedared that Sir Frank Heath’s proposals merely meant creating a replica ot the British Department, of which he merely was secretary. Britain is one ot tlio most backward countries of tho world in industrial research and lias not yet begun on the problems which Germany and America have already tackled with successful results. The proposal to trars.'er industrial research work to i/io University can only be regarded as a retrograde step." The Universities’ first work is teaching, and as in New Zealand they are understaffed, they cannot possibly undertake research, v.-hich ir really' the responsibility of industry itself. The Government could accomplish more by the expenditure of £IO,OOO per annum than by sotting up elaborate boards and central direction, as proposed by Sir Frank Hnath. The c-ost of the latter would probably lie found so great (possibly £100.000) in tbe first year that it would break down U’ith its own weight. In any case, for the- sake of true, efficient research, it is to be hoped such a Department will not have a iO7. fc life
