It is understood that Cabinet has adopted the attitude regarding the Zinovieff letter outlined in the "Daily Express.” (On Tuesday last the “Daily Express” stated that it understood (he Cabinet committee accepted the Foreign Office yiew that the Zinovieff letter was genuine and no apology would be offered to the Soviet for its publication. On the contrary, Mr MacDonald’s Note of protest would be emphasised and the cessation of propaganda demanded. It was expected that Cabinet would simultaneously express a desire to maintain friendly relations for mutual benefit of trade.)
