FIXING IRISH BOUNDARY.
Another Serious Impasse.
COMMISSION LEGALLY IMPOTENT. By Cable —Press Association —Copyright. Sydney “Sun” Service. (Received 7.30 p. 111., November IS.) LONDON, November 17. The “Daily Mail” says that the preliminary meetings of the Irish Boundary Commission concluded without result and adjourned, awaiting communications from tlie two Irish Governments. Two new difficulties have arisen. The first is that mere compromise is legally insufficient. Any decision must be carried by a majority, otherwise it will be invalid; the second is that the Cominission lias discovered that it is powerless to compel the attendance cf witnesses.
Legislative action is necessary to remove these difficulties, and this will involve serious delay.
