The Government secured a narrow majority of 161 to 165 in the Senate, providing for the reinstatement if raihvaymep dismissed after the striko in 1920.

The opposition insisted that reinstatement must be optional; since the Government lacked legal power to compel private companies to reinstate the men. ,

M. Herriot demanded unqualified reinstatement, leaving the Government free to secure the best arrangement in the negotiations with the conipanies. The fate of this section of the Amnesty Bill was regarded as critical from tho Government viewpoint.
