HOW ZINOVIEFF LETTER REACHED LONDON.

The Warsaw correspondent of tlio “Morning Post” says that reports from Moscow state that the Zinovieff letter was taken to England by .. former head of the Soviet Secret. Foreign Propaganda Department, who disappeared from' Moscow in midOctober, taking many secret documents. The Soviet decreed his arrest, which he evaded in Berlin. He then flew to London and again avoided th« searchers at Croydon Aerodrome and handed over the letter to the Unionist Office. '
The “Morning Post” quotes the Russian newspaper “ Poslednya Novosti,” as stating that the Soviet officials demanded the lugtive’s extradition as a common criminal, but proof was lacking and the Hoinu Office declined to intervene. Mr Austen < Chamberlain (Foreign Secretary) speaking at Glasgow, confirming the Government’s intention to constitute a Cabinet Committee to investigate the Zinovieff letter, said the Committee would have before it supplementary information which did not reach the late Government in time for communication to their committee.
After receiving the report from the Committee, the Government will decide what action to take.
