Benito Mussolini, the Prime Minister, had declared that be had advised France to limit as far as possible the military character of the action in the Ruhr, and also not to shut the door upon, the possibility of an agreement which Italy believed possible,; and for which she was working.! He declared that no Entente formed for the purpose of securing peace in Europe could succeed without the, participation of Britain. By Cable—-Press Association —Copyright. •(Received 7 p.m., January 17.), ROME, January 16./ The Naval programme submitted to Cabinet,, increases .-the expenditure to 50,000,000 'lire, and provides for a total personnel of 45,000.
