REFERENDUM PROPOSED

The Naval Board has submitted to Secretary Denby a recommendation for the develophtent of an advanced naval base at .Hawaii, capable of preserving the entire American fleet at maximum strength, to be given priority over other shore projects. Representative Huck introduced a resolution in the House providing that the President shall inform all nations that the United States will give its people sole power to declare war againsx any Power, delegating the same power to its people, thus providing a basis of international agreement making war impossible without a national referendum.—A. and N.Z.
