The Ukraine Cabinet, which is taking refuge at Tarnow, has issued a manifesto asking for tho help of Western peoples in maintaining the independence of Ukrainia. It demands the withdrawal of Bolshevists -to enable a. Constituent Assemblv to meet and develop a democratic system of gnveniment.

STAND AGAINST INTERVENTION-

LONDON, August 33. Mr A damson, presiding at the Labour Conference, said that the action of jingoistic France and the manifestation of the dollar-making instinct of America during the last 48 hours made the holding of the Conference more than ever necessary. He challenged Mr Lloyd George to deny that lie had repeated the declaration of the Soviet to preserve Poland's-independence. The Labour Party told the Government categorically that there would -is no war between Britain and Russia.

Mr Thomas, in moving a resolution approving of the Council's action in the present situation, said that, if circumstances demanded, it would he better for the whole of the Labour movement to decide on direct action. Only desperate and, dangerous methods could prevent a calamity.

The following resolution was adopted by acclamation:—

"That, realising the gravity of the international situation, this Conference pledges itself to resist every form of military or naval intervention against the Soviet Government, and instructs the Council to secure, firstly, absolute guarantees that Britain's armed forces shall not be used to support General Wratfgel's or any other effort; secondly, the withdrawal of Britain's forces operating as a blockading intluenee against Russia; thirdly, the recognition of the Soviet Government and e establishment of unrestricted trade relations between Britain and' Russia- 1 The Conference refused to be associated with any alliance between Britain and France committing those countries to support Poland or General Wrangel. Mr Thomas (Railwaynien) declared' that if circumstances demanded it the whole labour movement should vote for direct action. Renter. The Independent Labour Party Executive at a meeting at Glasgow: passed a resolution that French recognition of General Wrangel indicates Allied dujplicity, and the conference demands the severance of the France and British alliance and the expulsion of Mr Churchill from office.
