Count lshii pointod out that Japan had goodivill towards China, aiocE said that by the. Treaty of 1905, China recovered the entire territorial sovereignty over Kiaochau, and, by accord, in 1918, China acquired the right to participate in the administration of the former German railway, Kiaochau to Tsinan.
