THE HAGUE, April 20. Dutch shipowners are unwilling to send ships to America, as they do not believe America will keep her promise not to seize ships. American official circles say that Germany is refusing them safe conduct. DUTCH-GERMAN TRADING. NEW~YORK, April 19. Official advices say that a Dutch-Ger-i.ian agreement was recently made whereby Holland is to receive 200,000 tons "of German coal and 50,000 tons of Belgian coal monthly. Later the Dutch refused the Belgian coal because it was taken as an injury to Belgium. Germany is offering Holland Ukrainian grain in return for a concession.
