Earlier telegrams indicated a serious economic and political situation. The Minister for Commerce stated that shipping had almost ceased, exports had fallen to a minimum, aud the coal had ceased. The Government proclaimed as seditious an appeal to the people, the signatories of which have been r imprisoned. Discussion of it is forbidden and the contents of the appeal are not. disclosed.
