NAVAL PREPARATIONS. SPEEDING UP DESTROYERS. * (Australian and N.Z. Cable Assn.) WASHINGTON, March 23. In view of the .serious shortage of men, the Navy Department has recalled all available retired officers for sorvice. Thousands of sailors are lacking. Tho Department is seeking to speed up destroyer construction, but it is admitted that a. year or fifteen months is required before much can be accomplished. Cadets in the Annapolis Naval Academy are graduating before completing their course. UNITED STATES EXPORTS. REDUCED BY ONE-THIRD. Owing to the submarines the food exports of the' United States during February • were reduced by one-third. The total shipment dropped from £126,750,000 to £93; 300,000.
EXPEDITIONARY FORCE SUGGESTED. CONGRESS URGED TO ACT. - NEW YORK, March 23. A ! great patriotic mass- meeting in Madison Square Gardens, passed a.' resolution urging Congress to declare that a state of war exists. The Mavor. Mr Mitchell, suggested sending abroad at least 5(X),O0O men.
