The Naval , authorities have decided to train the natives of the Dutch Indies as seamen, signallers, gunners, torpedoists for tho fleet there. They will receive the same training as Dutch sailors, but will be kep't- .apart from white men. ALBANIAPRINCE WIED HELPLESS. BERLIN, July 7. A committee has been established to enlist volunteers among foreigners residing in Germany to aid Prince William of Wied. Tho ''Tageblatt'.s" correspondent states that military circles in Durazzo consider that the Princs of Wied is beyond all 'help, as 4000 men are required for a successful attack, and the Albanian Government is unable to support them owing to the' high cost of living and lack of accommodation. Tho Epirotes captured Stnvora after a fierce fight against the Government forces from Ivoritza.'
