Tlie Bill was designed to reorganise the Council at Whitehall and make it a statutory obligation to appoint two Indian members. The chief objection to the. measure was grounded on the contention that the change of the Council from an advisory board to an administrative body would bestow autocratic power upon the - Secretarv of State. * :
