THE. NEW CABINET. PREMIER'S POLICY SPEECH. rtess Association-By Tel ea raph-Copyriglit Received 12.50 a.m., Nov. loth. SYDNEY, Nov. 14. The Cabinetj and Subsequently the Labour Caucus, held meetings to consider tie subject matter of the Governor's speech, to be delivered on Wednesday, to-morrow's opening being only formal. Mr MeGowon, the Premier, to-night delivered a presessional speech to a large gathering. He promised at the earliest possible moment to pass a caw Industrial Disputes Act, which would re-enact- the principle of industrial arbitration as originally advocated. The Workmen's Compensation Act would be acr-nded so as to cover every calling in the State that could be brought under it-, and so as to mate it more in conformity with tie New Zealand Act. He proposed to amend the Electoral Act which gives votes to people in asylums acd the military. He also promised an extension of the wages boards, and the eight hours system. If necessary the Government would open State mines n the north, south, and western coalfields. . The revenue from land tax would be devoted to the development of the railways and the opening up of lands.
