Mr Jones resumed the debate on the Address-in-Reply, dealing.chiefly with the Arbitration Act and stating that thd ■workers were ungrateful to belittle and treat with indignity a. measure which had been passed aET their instigation- He defended the admmistrdtion of the' Court and thought that Mr Justic Sim had done as well as his predecessor. Mr Barr said that there was no doubt the workers had realised the benefits of arbitration and were not going to allow < it to go. The Council adjourned at 4.55 p.m. HOUSE OF REPRESENTATIVES. The House' met at ,2.30 pan. WELLINGTON HARBOUR. ; The Wellington Harbour Board Bill providing for the borrowing of £1,000,000 - ■ lor reclamation, and other works was' referred to the Standing Orders Committee to decide whether it was a private Bill. THE CUSTOMS EXi'ERT. Referring to the travelling expenses of the Customs expert (Mr Shannon), men- ' ■ tioned in. last session the Minister said that he was arranging that the expert receive £1 day for travelling expeuset. while actually travelling. FIRST READING. A Bill to repeal clause 32 of the Maori Tind Claims and Adjustments Act 1906, wa& read a first time. <' THE LOAN BILL. The Premier moved the second reading of the Aid to Public Works and Land for J ' Settlement Bill authorising the borrowing 51 of £1,250,000. He explained that -there f'i : was the usual Loan. Bill, for £1,000,000 'I? i for ordinary public, works with the extra fci; quarter of a million for roading the backblocks. Of last year's loan only £28,500 was taken in the dominion and §1 was unsolicited. The* revenue for the •<Cj Jane quarter showed an advance of £6892 over the corresponding period of last year, despite the Customs reductions \vhich was less for the quarter by £80,000.' ' 1 , Mr Maesey congratulated the Finance ; - Minister on this position, but said he would take,a later opportunity to discuss ' the finances of the dominion. He thought 'that loons should be raised in the Home market by way of inscribed stock. , Tie Premier thought the Public Works - Statement coald be brought down shortly after the ftnan/na.! statement debate had closed. The second reading was agreed to. BILLS PASSED. The Incorporated Societies Bill was read a third time. The New Zealand Society of Acconnt- ' ants Bill wac passed. SECOND READINGS. The Pawnbroker*' Charges Bill, which reduces the interest chargeable to 25 per cent, on sums under £2 and 20 per cent. : i above that amount was read a second time. The - Impounding Act Amendment Bill SSSf was read a second time arid referred to the I Agricultural Conwittee. The adjourned at 5.30 p.m. and resumed at 7.30 p.m. IN COMMITTEE. The .House went into committee on the Coroner's Act' Amendment Bill. A new-clause was added that power to hold an inquest without jury should not be extended to deputy-coroners or Justices of the Peace., An amendment to* clause 4 was carried making it compulsory for the coroners only to view a body. - The Bill was reported with amendments. THE CIVTL SERVICE. Sir J. G- Ward moved the second reading of the Civil Serving Act AmendmentBill providing that te»porary appointments of experts, etc., for a. longer period than six months may be m&ie to meet emergencies of the service, the bsjbss of those appointed to be reported to the House within, ten days after the opening of Parliament. The Hon. R. Mc3fj*b that many experts in the. Astricnl'i-iil I'enai t ment came under the category of temporary appointment.
