WAIMATE BOROUGH COUNCIL.

The ordinary meeting- of the Council was held on Tuesday evening; presents—His VVorsliip the Mayor (Mr JohnManche-.ter), and Councillors Coltman, lnkster, Miller, Nicol, Twemlow, Hult, O'Callaghan, Sanders and M. Dash.

A a application from Messrs Rive and .Cochrane to lease a borough section was referred to the Works Committee. Th© Water Committee recommended as follows:—That the supply of water to the Waimate Hospital be £l2O per annum; the supply to residents outside the borough be charged for at double the rate to those inside, with a" minimum charge 6f £7 per annum, such supply to be for household purposes only; the supply to non-ratable properties in the borough to be charged at- the same rate as specified for suppliers outside the borough; .that the Council approach the Government Departments re supplying them with water, and that tha member for the district be asked to use. his interest in this connection. The report was adopted. It was resolved thath the fencing material required for the reservoir be from the Domain Board.

Councillor Coltman said 186 totara posts had been procured for putting in opposite the fire tanks;- they would be painted on the pjortion above, ground.

It was decided that, tenders be called for the work of erecting the posts. Councillor Coltman said Mr Hodges had informed him that in respect to future connections; his charge would be 5s in addition to his previous charges.— Councillor Dash remarked that there were plenty of men in the town capable of, making t-lie connections, and they should be given the opportunitv. -

■ It was mentioned that other 'work besides making connections would be required, and after discussion the matter was referred to the Water Committee.

Councillor Coltman said Mr Hodges having completed his contract, it might be advisable to appoint someone to . attend to any mishap that might occur in the shape of bursting pipes, etc.—ln reply to questions,' Mr Crawford said anyone attending to this work would require to be a certificated man. He would have to know where every service valve was, and would have to be " thoroughly up to 'tha work.—lt was decided to leave this question to the hands of the Water Committee,, with power to act. The engineer reported- on- the- cost of reservoir and construction as follows : Estimate £464 12s; subsequent vote of Council £7O; total £534 12s. Expenditure excavation, £B3 10s; shingle and sand, £55 2s; cement , £lB5 8s 4d; ironwork, etc., £76 10s lid; plastering £24 14s; labour (including foreman) £139 9s; half hire, of horse and dray £8 0s 4d; total £572 18s 7d; kiss transfer to intake account £l6 45—£536,14s 7d; excess £22 14s; additional — strengthening reservoir £26 15s; Adams' glazed pipes for cleansing, £7 16s 4d; automatic float outlet £l6 10s; fixing same £1 2s; half cost timber £ls 14s —total £67 17s 4d. Intake construction—Estimate £180; actual cost £173 14s lOd; surplus £6 5s 2d. Councillor Dash said there were several items, which should be in the statement' which were not there. He thought the details should be worked out. Councillor Coltman said the engineer was not their book-keeper. He submitted his statements as a true and proper recoid, and the Council should accept them as such. On the motion of Councillors Coltman and Miller is was resolved that the engineer's estimates' be received, and that he be thanked for the trouble he had taken. The Sanitary Committee reported re Mr H Saunders' complaint about wells being used as cesspits, and for drainage from offensive sources, that Mr Saunders be written to asking for the names of the* owners of the wells mentioned, and if it is found they are creating a nuisance the Council will insist on its abatement. Ihe borough scavenger had forwarded a list of new seivices for nightsoil removal, chiefly fiom new buildings. The Committee had 110 means of checking the number of sen ices for which the Council is paying, and ivcouimtnd that the matter of extra wrvices be'left in abeyance until receipt, of the S-anitarv Inspector's report, and that the contractor's account be adjusted in accoidance with- the result - of ■ the 'inspection.— The report, was adopted. It was proposed by Councillor O'Callaghan, seconded by Councillor Nicol, and

carried That when definite word is received from the Gas Company that they will rent offices as suggested, the Christchurch Meat .Company be asked if Ihev will lease their present room for a period of six year.-/'

Councillor 33ash said that in reference to the delay that _ had taken place in regard to the valuation roll, the Department had notified that the date of the sitting of 'the Assessment Court being past, no alteration on inaccuracies could now be- made. The Valuer admitted that many values were inequitable, but it- could not now be helped. As to improvements, the valuation of these could be corrected, but as to the figure's respecting unimproved values, these could not be altered unless the Council had a revaluation of the Borough. He moved that Sir W. J. Steward be thanked for bringing the matter under the notice of the Department, and that the Department also be thanked for t-lip information supplied. —This was carried. A vote of thanks was likewise passed to the Committee who had taken this question up. It was decided that the /Council adiourn till that night week, and that the Chairmen of Committees meet on Monday evening to consider and classify applications for the town clerkship. A committer consisting of Councillors Twemlow, O'Callaghan, and Inkster were, also appointed, to revise the printed portion of the bye J laws. Accounts were passed as follows-: tfr, £6lO 2s lOd; general, £lB3 3s 6(1. Hie finance Committee was also authorised to pay ill' Hodges a balance of £42 on liis contract, and to 1 defray the cost- of making Hayes' connection, amounting to £4O.
