LAND SETTLEMENT IN SCOTLAND

' Several Scotch Liberals, who are strongly opposed to the Small Landholders in Scotland Bill,' complained that compulsory leasing destroys responsible ownership. They cited the action of the Scot-, tish Chamber of Agriculture, representing 8000 tenant fanners, whicli repudiated the measure. The debate: on the second reading was adjourned.
