Viscount Cranborne stated in the House of Commons that there was an understanding with Russia with respect to the integrity of Persia, which would not be repudiated by either country. Biituin had made a strong representation to Persia that the commercial treaty with Russiais calculated to hamper British trade. The Duke of Devonshire, speaking in the House of Lords, said that it would be unreasonable in the education question not to apply to London the same basis and principles as were applied in the rest of the country. Mr Balfour, speaking in the House of Cominons, emphasised Britain's declaration that she would not allow of a suggestion to penalise the colonies to come before the Brussels Commission, adding that if the Powers introduce it they will be absolutely unable to coerce Britain.
